He told fanzine United We Stand: “The system wasn’t set up in the right way. Twelve scouts reporting to one chief scout was more set up to say no – too many exceptions to the process were made historically while this was being fixed.”We also have to hold our hands up and say that recruitment wasn’t at its best in recent years. We feel that we now know who our best scouts are.”The idea is to recruit in a closed environment, rather than listening to the press or getting distracted by conflicting agents’ claims. We try and make cold decisions based on information.”Judge the recruitment department in the coming windows where hopefully we can get a team to be at the level we want to be.”

BRUSSELS – British Prime Minister Theresa May will head home from an inconclusive European Union summit on Brexit to a barrage of criticism that her 27 EU counterparts spared her during the two-day event that ended Thursday..In Brussels, May said she would consider a longer transition period, one that could keep Britain aligned to EU rules and obligations for over two years after its March departure. Pro-Brexit politicians in the U.K. saw it as an attempt to bind the country to the bloc indefinitely.British Foreign Secretary Boris Johnson, ex-Brexit Secretary David Davis and other from May’s party warned the prime minister not to “engage in a show of resistance and a choreographed argument followed by surrender” to the EU.Pro-EU politicians, meanwhile, said the transition period proposal was another sign of May’s weak bargaining hand and an attempt to stall for time. Another former Conservative minister, Nick Boles, warned that May was “losing the confidence now of colleagues of all shades of opinion”.May stood firm in the face of the stinging criticism at home, saying Thursday that the U.K. and the EU could overcome the “few but considerable” disagreements standing in the way of a divorce agreement..Leaders of other member countries said the real fight was not with the EU. but within May’s fractured Conservative Party. It is “not up to the European Union to make concessions to deal with an internal British political matter,” French President Emmanuel Macron said. “It’s a matter concerning Britain’s political ability to find a presentable agreement. That’s all.”At the end of the EU summit, May said there would be “tough negotiations,” but she remained confident Britain and the bloc could strike a divorce deal that worked for both sides.EU Council President Donald Tusk said the summit also left him more optimistic than he’d been after a bad-tempered meeting last month and a negotiating crisis on Sunday.“What I feel today is that we are closer to the final solutions and the deal,” Tusk said. He acknowledged the feeling “may be a more emotional impression than a rational one. But emotions matter, also in politics.”But May was under attack from across Britain’s political spectrum after saying she was considering the EU proposal for a longer post-Brexit transition period.Seeking to unblock the stalled divorce talks May said the initial 21-month transition could be extended by “a matter of months.”At present, the two sides say Britain will remain inside the EU single market, and subject to the bloc’s regulations, from the day it leaves on March 29 until December 2020, to give time for new trade relations to be set up.The EU has said an extension would give more time to strike a trade deal that ensures the border between Northern Ireland and the Republic of Ireland remains friction-free. The future U.K.-EU border in Ireland has been the main sticking point in the talks. The Irish border will be the U.K’s only land frontier with the EU after Brexit. Both sides agree there must be no hard border that could disrupt businesses and residents on both sides and undermine Northern Ireland’s hard-won peace process. But each has rejected the other side’s solution. The EU says the solution is to keep Northern Ireland inside a customs union with the bloc, but Britain rejects that because it would mean customs checks between Northern Ireland and the rest of the U.K.Britain has proposed instead that all the U.K. could stay in a customs union — but only temporarily. The EU insists there must be no time limit. This week’s summit, which had been billed as a make-or-break moment, turned simply into a chance for Britain and the EU to give themselves more time — perhaps until the end of the year — to break the logjam.EU Commission President Jean-Claude Juncker welcomed the opening May offered, saying “this prolongation of the transition period probably will happen.”German Chancellor Angela Merkel described finding a solution as “squaring the circle.”But, she added; “Where there’s a will, there should be a way, and normally there is a way.”The lack of progress scrapped plans for a special EU summit on Brexit that had been penciled in for next month, though EU leaders said they would assess the situation later. The next official EU summit is scheduled for December, just over 3 1/2 months before Britain ceases to be an EU member. Any deal that is struck needs time to be approved by the British and European Parliaments.
FORT ST. JOHN, B.C. — Officials at the City of Fort St. John say that plastics bags of all kinds will no longer be accepted by the City’s curbside recycling program. The City’s Integrated Services General Manager Victor Shopland gave a presentation at Monday’s Committee of the Whole meeting, outlining some of the results of a survey that the City held for residents at the Trade Show earlier this Spring to give feedback on the recycling program. Shopland said that overall, residents are making use of the recycling program and are expressing satisfaction with the service. According to the survey, the vast majority of residents’ curbside garbage and recycling bins are between 75 percent and 100 percent full on collection days, with between 10 and 20 percent of those bins being overfull. Since the program’s inception three years ago, around 2 million kilograms of recycling has been collected in the City. Shopland said however that the current system of single-stream recycling can result in collection bins being easily contaminated with items that are not accepted. He explained that primarily, the City’s recycling sorting contractor is noticing that contaminated plastic bags and glass items make up the bulk of contamination in the recycling that is collected from residents. Shopland said that because of more stringent regulations regarding contaminated recycling from China – which was until recently was where the bulk of recycled goods in North America was sent – recycling businesses are also adopting more stringent rules around what is being accepted in recycling. In his report to Council, he said that the Peace River Regional District is no longer accepting plastic films, which includes plastic bags of all types, into single-stream recycling.Council voted in favour of the City starting a pilot program that will see the Northern Environmental Action Team contracted to place new stickers on residents’ recycling bins with an updated list of allowable items in the recycling. NEAT will also be conducting inspections of residents’ bins to look for heavy contamination of recycling and placing warning stickers on heavily-contaminated bins. The new rules that exclude plastic bags from curbside recycling will go into effect in July. The City says that plastic bags will still be accepted at local recycling depots, along with glass, and other items that are able to be recycled.

A person who has always work in the background of strengthening the AAP, Delhi’s Chandni Chowk constituency candidate of the party Pankaj Gupta talks exclusively to Sayantan Ghosh on the issues related to roads, congestions, slum developments and the fight against BJP heavyweight Dr Harsh Vardhan. Excerpts: What are the issues you are focusing on in Chandni Chowk constituency, which is one of the oldest in Delhi? I have categorized the issue in two ways one is a larger issue and the other one is micro issues specific to this constituency. The larger issues are mostly connected with our key demand of the full statehood. People here are facing problems with unemployment, women safety and higher education among many others. Also Read – Odd-Even: CM seeks transport dept’s views on exemption to women, two wheelers, CNG vehiclesBut this is a larger picture throughout Delhi. Now if we talk about the constituency here the numbers of trader communities are high and they are facing huge problem due to sealing. On the other hand, the youth has become disoriented due to lack of job which is giving rise to antisocial activities. This also has many slums and unauthorized colonies where beautification should be done. Lastly, the traffic congestion in the areas of the market is so bad that people face many problems to commute. I will work on each and every issue but beautification of slums, roads and markets would be a priority. Also Read – More good air days in Delhi due to Centre’s steps: Javadekar This constituency has areas like Matia Mahal which is Muslim Dominated and also a large section of caste minorities are there, do you think this is an advantage for AAP? I want to clarify that our party never believed in religion and caste centric politics neither we will ever do such politics. The work of the Delhi government has always been for every section of people and poor people have always been our key focus irrespective of their religious and caste identities. The advantage which I really have is the work done by the AAP government and people acknowledge our work across the spectrum. After we win this election we will continue such works in Delhi. Till the last week the AAP-Congress alliance talks were going on and this seat was one of the seats which Congress asked for. Were you ready to give up the seat and how did this affect your campaign? I must agree that there was a lot of anxiety within me. But, firstly the party chose me to fight this election and I am always ready to follow the decision of our leadership because the alliance had a larger point of view which we all agreed to, hence, I never had any problem. When the alliance talks were on my prime target was to continue with the campaign and I never allowed any demotivation to the workers. We kept doing our work in full swing and that is why today also the campaign here is going as expected and there is nothing less we have done because of the alliance talks. In this election, you fighting against BJP’s Dr Harsh Vardhan who is a sitting Cabinet minister and also Congress party’s JP Agarwal is a veteran politician so how tough is your fight because you have never been a very vocal politician? Yes, my work at the party was mostly in management from the background. I have also handled three states like Maharashtra, Goa and Karnataka. In Goa party also did well in the election. In Chandni Chowk Harsh Vardhan is big name so as JP Agarwal. But here the fight is between big names and good works so I am confident. The BJP did nothing in the last five years. You are one of the richest candidates of the party, how is that benefitting you? We are not fighting this election in our own money but the money assigned by the party. The party has always gathered money from donations and good will of people. My own money can be an added advantage but I am fighting just the way any other candidates are fighting.
Lyon manager Bruno Genesio felt that his side’s disappointing first-half display cost them a chance of possibly beating Montpellier away on SaturdayLes Gones only really came to life after the break with Nabil Fekir putting them in the lead with a 67th-minute goal as they looked to end 2018 with a five-point advantage over Montpellier. But the hosts, who had a goal ruled out by VAR, soon equalised through a great effort from Rubén Aguilar to settle the score at 1-1.The point left Lyon in third in Ligue 1 and two points above Montpellier in the final Champions League spot having played one more game.“We played two completely different halves,” Genesio told the club website.“We were already on vacation during the first half but had the chance to head into the break scoreless.“We were dominated in the duels, they were more aggressive. We played with more commitment, movement and verticality after the break. How Dagba become one of PSG’s regulars Manuel R. Medina – September 14, 2019 21-year-old full-back Colin Dagba had a very difficult time to break into professional football, but now he’s one of PSG’s regular players.“We knew how to get back on track and dominate the game. It’s a good performance to draw in Montpellier.“But we can have regrets because we might’ve been able to get a better result by playing a better first half.“This is a good point… The record is satisfactory but we could have a few more points. We lost points foolishly in the league. We are in the top three.”Fekir added: “It’s a logical draw even if we are a little disappointed.“We came back with better intentions after the break… We could have finished the year better.“The season is still long. We need to keep the mindset that we had in the second half.”
